That's usually the way with libel.
I think of it as a rich person's sport, like yacht racing. You need lots of money up front, lots of money during the event, and lots of money after which might be mitigated a little if you win.

How long can this be allowed to continue? If I've read the laws right, until the property is sold and it becomes a residence (cf: Wrecka Patel).
