I imagine they postponed the trial date for him, in light of his pro se status, in order to (1) increase the likelihood that he'd get enough sense to let a lawyer handle his case, and/or (2) reduce his chances of winning an appeal if he went ahead pro se.

The most that the State Health Dept will do is issue a copy of the Birth Certificate with the impression seal to verify that the copy is made from the original Dept certificate. I suspect that some of these errors are deliberate, as if to limit the pigeons to REALLY DUMB people, too dumb to call the police or be useful to law enforcement.
