The long delay is because of the glacial pace of the courts in Alberta. Not enough judges, not enough Crowns, too many prelims, lack of case management, and summer vacations. :shrug:

From what I can tell, the actual infraction was a building code infraction respecting a secondary suite. These are enforced as a Municipal Bylaw Infraction.
