Why should he bother, he has already proven repeatedly that he can't read and comprehend the code, or a simple sentence for that matter, and he is even more lost with the statutes at large as he has proven on numerous occasions.

Actually, I think they decided he WAS as stupid as he appeared to be and decided it didn’t make any difference as far as him breaking the law. If you’ve been told repeatedly no, and still go ahead and grab the hot pot, no one has much sympathy for you, and he wasn’t smart enough to figure that out.
