Actually I disagree with both. The true threat is the demand for drugs. I think it is beyond the scope of governments to interdict and control every drug out there; we have already proved that with the failure of Prohibition. Some drugs are going to get through and the level of interdiction will impact on the price of smuggling these drugs into the country. Higher prices will create more incentive for others to get in and try their luck in getting illicit drugs into the Western world.
