A new and different one

I found this in my junk Yahoo spam folder. The address is for "UK GOVERNMENT COMPENSATION BOARD" and this is the entire body of the message
"Have you been ever be scammed if YES get back to us for compensation.."
So now if youve been scammed in the past, are they gonna try to scam you to get your money back?
