File Early, File Often

I'm undecided where this would fit on Quatloos. It's a tax scam, but not by the actual taxpayer.

It seems that, at least in Florida, criminals get SSNs and birthdates, and file tax returns asking for a refund.

The link did not work for me. Typical of the e-filing age in which we are living, making fraud easier, harder for the Feds to nail, and like a disease which crops up with new variations based on success rates and the cunning of the crooks. I don't know whether going back to paper filing in certain high fraud jurisdictions would make any difference.
