Help -- Has anyone seen this before?

Hi. This is my first post. I am an attorney for a state revenue department and have just inherited the "Tax Protester Practice" from a departing attorney (I think because I am the low man on the totem pole.) I am getting up to speed on the issues, but one of my TPs keeps filing documents with the following notation and I'm not sure what he thinks it does for him.

At the top of the first page it states:

A 'SECURITY' [15 USC et seq.]
U.S.S.E.C. TRACER FLAG
(Not a point of law -- under necessity, per agreement of the parties and/or in Violation of the Bill of Rights -- 2nd para.)


Each of the top corners of the page has a $1 stamp on it.

Does anyone know what kind of magic he's trying to do to me?
He's already filed a UCC financing statement to become the secured creditor for the fictitious entity our department created by using his name in all caps. He's also "billed" me $5 million for my unauthorized use of his "copyrighted" name several times in a letter concerning his case. I just want to figure out what rights he's going to say I violated next. Thanks!

It's part of the "commercial affidavit" argument with a mix of the ALL CAPS name and UCC issues [which are part of the former].

It appears to me he's trying place commercial liens on the court, judge, prosecutor, etc. You may be next.

Hopefully, your state has a law prohibiting frivolous or otherwise baseless UCC filings, or something similar protecting public servants.

If so, you might want to send him a copy of the law (accompanied by a translation into short sentences with no big words) letting him know what civil, monetary, and/or criminal sanctions he will face if he maintains his insanity.

Send his sorry ass this side of the Pecos before you exhaust any further remedies.

There's a barn ne'r 'bout that needs raking and some diligent roof work. He can work off the sentence in 10 days if he's a mind to put in the effort. Otherwise could be nigh a month.

Thanks for the offer, Judge...and thanks everyone else for the various info. I'm in a holding pattern right now to see who he decides to sue first....me, the commissioner of revenue, or the tax board.
