Mitch's M.O. is always the same:
1. Inundate real people with meaningless documents, stipulating deadlines for response.
2. Wait for non-response.
3. Interpret non-response as legally binding precedent acknowledging the correctness of whatever point PAM thought he was making.
4. Repeat steps 1-3 as needed, with increasingly antagonistic tone, as PAM's opinion is now law and the Justice Department is failing to enforce it to his satisfaction.
5. Declare victory.
