Norris Barens - Vancouver Film Crew Freeman!

Post by Burnaby49 »

And our special little snowflake of the day is Norris Barens, who managed to prove that claiming international treaties mean you don't need a license plates are (drum roll), worthless.
[3] Mr. Justice Savage described the case and the issues Mr. Barens seeks to raise on appeal. I cannot say he was wrong in his appreciation of the issue sought to be raised by Mr. Barens. In a nutshell, Mr. Barens says he is not required to have a drivers licence because he is a human being, and not a person as referred to in the licensing requirement of the Motor Vehicle Act. He relies upon the International Covenant on Civil and Political Rights as allowing him free movement as a driver without being licenced. His proposition is, I must say, what is described in law as a frivolous argument.
R. v. Barens, 2016 BCCA 389
http://canlii.ca/t/gv11q

Norris had been convicted of driving without a licence contrary to s. 24(1) of the Motor Vehicle Act, R.S.B.C. 1996 c. 318. This is his offense;
24 (1) Except when accompanied by a person authorized by the Insurance Corporation of British Columbia to examine persons as to their ability to drive and operate motor vehicles, a person must not drive or operate a motor vehicle on a highway unless, in addition to any licence or permit which he or she is otherwise required to hold under this Act, the person holds a subsisting driver's licence issued to him or her under this Act of a class appropriate to the category of motor vehicle driven or operated by him or her.

(2) A person who contravenes subsection (1) commits an offence.
Oddly I can't find any record of his conviction in B.C. Courts Online;

https://justice.gov.bc.ca/cso/esearch/c ... 8Lc3mMaNr0

All I can find is a 2003 conviction for failure or refusal to provide a sample, probably a breathalizer test, and a 2010 conviction for speeding.

He appealed this conviction and lost. So he tried again but the Provincial Court would not allow him a second shot at it. So he tried at the British Columbia Court of Appeal who gave him very short shift;
[5] It is to be remembered that an appeal expends the resources of the community, not just of the Crown who is put to the task of responding, but also of the court which has an obligation to use resources efficiently, remembering that people wait for court dates and should not be put further behind by appeals requiring leave that have no chance of success.
But Norris is right! The Motor Vehicles Act does not define "person", leaving it wide open who the Act requires to have a license. It could be referring anyone!

He even started a Facebook page to cover his battle to drive without a license;

https://www.facebook.com/freedomofmovement79/?rc=p

However, although he promised to keep everyone informed about how his appeal went, he somehow neglected to mention that he'd lost it.

I have been filing my Notice of Appeal to the B.C. court of Appeal on my right to travel public highways, I will be keeping everyone up to date.
I will also be posting some of my research on highway rights much of which will astound even the unfaltering supporters of highway rights.

I encourage any who wish to participate to invite friends to join.

He also linked to a nutjob birth certificate fanatic who is willing to sell you a " SECURED PARTY CREDITOR PROCESS.. pack" for $64.95. We'll get back to this in a bit when he personally put this to good use against his own sister to the tune of $15,000,000! Damn good return on $65.

Although Barens is a Vancouver boy I'd not heard of him until he came to my attention in this case. But it's not because he's not out there. He has a huge internet presence for a guy making a living as an odd-jobs type in the film industry.

We'll start at his Facebook page;

https://www.facebook.com/norris.barens.79

Where he describes himself as;
First Aid Attendant · April 2011 to present · Surrey, British Columbia
I work on various movie productions as a first aid/craft service person for I.A.T.S.E. LOCAL 891. My job entails administering first aid when required to Cast and Crewmembers during film production. I have worked in this capacity since 1998 when I started on a film called “Harsh realm”
He's a manic Facebook poster and has linked to some very odd videos.

I went through his friends list and they certainly have varied occupation;
· Vibrational transmission being .... at Mother Earth

· EXPOSING WAR CRIMES at Internet activist

· Liberty Operative at Liberty vs. Leviathan

Works at Exposing the beast system matrix that we live in

· Individual at Individual Sovereignty
Many claimed they;
Works at Self-Employed
Except for those who took the opposite tack;
Works at Unemployed
He has a huge friends list but the only one I recognized was an old acquaintance;
Jean-Serge Brisson
· Member at Ontario Libertarian Party
Who I wrote about here;

viewtopic.php?f=50&t=10201&p=175971

The mix of friends is very sovereign oriented.

He has a twitter account;

https://mobile.twitter.com/barens1

Where he describes himself as;
Norris Barens Vancouver born in 1953. The Libertarian candidate and advocate to stop HST taxation as unconstitutional.
The HST (Harmonized Sales Tax) was a big issue back then. The federal and provincial government agreed to combine the provincial sales tax and the federal Goods and Service Tax (a VAT tax) and have the CRA administer both. A big money saver for the provincial government and small businesses who would not have to keep two tax records. However the amalgamation went to a referendum and was voted down.

As was noted in his Twitter account he's an aspiring politician running as the Libertarian candidate in the Surrey Norty riding although he later also called it Surrey North.

https://upgradecanada.ca/candidate/norris-barens

In 2008 he actually ran as a candidate in Vancouver Quadra, a very affluent riding which includes the University of British Columbia, my old alma mater. He quite predictably did extremely poor in this riding, essentially a sacrificial goat, getting about a half of one percent of the vote. I suppose he could take comfort that 332 people thought he was worth electing.

http://v1.theglobeandmail.com/elections ... 3_LTN.html

And those 332 voters were the high point of his political career. The next time around he got 284.

http://canadianelectionsdatabase.ca/PHA ... on&ID=2638

He at least had the self-awareness to realize exactly how much chance the Libertarian party has of getting a significant number of candidates elected. First one elected becomes the Libertarian party!
6. If your personal politics differ from your party, will you tow the Party line?
No need for me to tow the party line. When elected I would be the De facto leader of the Libertarian Party of Canada. If my party became too demanding I could always run as an independent.

For some reason his candidacy resulted in this t-shirt mocking him;

Basically an obsessive whine about getting a ticket for parking in front of his own house. Tough, get over it, we've all been there (at least I have). But he's special! He works so hard and is so dedicated;
In May 2005 I notice a parking ticket on my motor home for $100.00 the ticket said that I was guilty of parking a large vehicle for more than 3 hours abutting private residents. Ok I am choked. You see I work in the movie industry as a first aid attendant and work long hours I have to park my motor home in front of my house so I can have time to sleep before my next shift. This compelled me to do research on my parking ticket. What I found was so disturbing it caused me to seriously question the political system in which I live. I am now determined to expose the crime of Treason that was perpetrated on the citizens of Vancouver and the abuse of the Canadian political system as a whole.

For my job in the movie industry I require a motor home because my job entails carrying supplies for cooking soups and various other snacks such as pop, candies, sandwich meats. Dips, cups, bowls and so on as well as cooking and serving equipment to serve the cast and crew as well as carrying my stock of first aid equipment. As you can imagine this requires a great deal of space packing around enough food for a hundred plus people.
If you want the whole saga it's here

https://www.scribd.com/document/4756208 ... o-property

Suffice to say he headed off in a totally irrelevant direction immediately and never found his way back;
I remembered reading a few years earlier on the internet that in England all land is privately owned including highways. This is significant if the highways are privately owned then what gives the government the right to tell me I can’t park in front of my own house because of the shape and description of my vehicle?I remembered that after reading the above mentioned article from England that I lookedup the Municipal Act of 1996 under the heading possession of Municipal roads section533 that the highways were owned by the municipality

(except for any rights in the“soil” that were reserved by those that built and dedicated the highways). What werethese rights? Highways were built by land developers; a right of easement was thengranted to the public to pass and repass over the highways and were to be maintained at public expense. As you will see later the rights that were reserved were the rights of estate. The highways in 1996 were private property here in B.C.
Nine pages of rambling I haven't bothered to read.

Now on to real batshit crazy. Putting a $15,000,000 lien on his own sister and then trying to flog it on the internet for $600,000! But if you don't have that much lying around for this sure thing the price is negotiable.

http://www.elderneglectexploitation.com/

The issue, as I read it, is some problem with his inheritance from his father. I'm guessing that he thinks his sister screwed him out of it. Since a petty squabble about not getting enough of dad's estate isn't promising material as a Noble Cause he claimed that the real issue was elder care abuse of his father and he placed $15,000,000 of what he called Common Law Liens on his sister and some nursing homes. In essence the unilateral contract 3/5 letter scheme that worked so well for Allen Boisjoli. After they'd been "perfected" because nobody bothered to reply to his bullshit demands, he decided. for some crazy reason, to sell them for $600,000, just 4% of their face value. And you Americans think you get bargains on Black Friday!

But you have to ask yourself, if he'd perfected them why sell them for a pittance? Why not collect the entire fifteen mil himself? And this was 2010 and he still seems to be driving that food truck around between filming locations. Why, if he's collected $15,000,000 or sold the lien for $600,000? He's probably too busy doing his bit to make Vancouver the film capital of the world to get around to collecting the money. He takes his responsibilities seriously.

You must take me for a serious masochist.

A lien (actually a UCC1) that Barens filed here in NY. However, since NY law provides that a UCC1 lapses after five years, and Barens filed it in 2010, it is no longer effective - not that it ever was. Still, if Barens reads this and wants to refile, he should be aware of NY Penal Law 175.30:
A person is guilty of offering a false instrument for filing in the second degree when, knowing that a written instrument contains a false statement or false information, he offers or presents it to a public office or public servant with the knowledge or belief that it will be filed with, registered or recorded in or otherwise become a part of the records of such public office or public servant.
My educated guess is that NY courts would view a "NON-JUDICIAL COMMON LAW LIEN and CLAIM OF RIGHT, judgment by nihil dicit" as containing false information.

Or simply bullshit. After all, check the literal translation of "nihil dicit".

Not a masochist? No need to be, that's my job. I had to go through most of this crap to make the posting. But I didn't get past page three of his obsessive whining about his parking ticket. Nihil dicit means "he says nothing" which is not the case here. Barens says too damn much. He has an elevated sense of his own importance in the world. Maybe he gets that from being close to film stars.

Thanks for the New York info. Knowing that makes his sales price even more of a bargain. He wrote;
$15,000,000 lien for sale, asking price $600,000 Canadian; price is negotiable.
Since he stipulated that the sales price was in Canadian dollars but he made no mention of the national currency of the lien amount I have to assume, from your information, that it was in US dollars. On July 28, 2010, the date he offered to sell the lien, the Canadian dollar was worth $0.96562 American making the lien worth $15,534,000 Canadian. Assuming of course, that you ignore the trivial issue of collectability.

I got more votes than that as a Libertarian candidate for California State Assembly. Of course, the district/riding had many more people.

Of course, I'm not batshit crazy, just ordinarily crazy.
