[Edward Eugene] Harper claimed to be a member of the Montana Freemen, a group involved in domestic terrorism, and reportedly subscribed to "sovereign citizen" ideology, according to the FBI's Web site for him. The Sovereign Citizen movement, as described by the Anti-Defamation League, believes virtually all of the government in the United States is illegitimate.
In April 1994, Harper was indicted in DeSoto County, Miss., based on allegations he molested two girls, ages 3 and 8. An arrest warrant was issued for him after he failed to appear at a court hearing that fall.
