That's one of the premises one finds in Charles R. Pierce's "Idiot America". True expertise and advanced education are to be distrusted because they are "elitist". In this world, having the inability to put together a grammatical sentence in English is a plus because that means that the writer is "one of the people" and thus "not too high and mighty for the rest of us", or something like that.
