Which is why Frodo failed at becoming the ultimate sovrun citizen of Middle Earth and had to relocate to the West. Of course, sovrun schemes that fail usually drag other sovrun schemers under the bus as well; Sauron was no exception.

It's been over 40 years since i read that, so i don't remember all the lyrics. But the verse goes on to explain that the dead man had been well to do, on account of his horse and possessions, which included a fancy pistol. But he was found in an area where guns were prohibited, so Bean found him guilty of a violation, and fined him his horse and all his nice stuff.
