Does he think that the overuse of quotation marks makes his message more mysterious?

It's more likely that he's (incorrectly) using them as a form of emphasis. I wonder if the prison system will let him take a peek at The “Blog” of “Unnecessary” Quotation Marks so he can "stop" saying the "opposite" of what he "clearly" intends.
