Perhaps he actually is specifically asking about aliens like ET or Mork. I would think that ET doesn't need a licence as he only rides a bicycle. Thank you for your enquiry dated the 24th March 2017.
In your request you asked how to obtain a 'Deed of Surrender' certificate.
The General Register Office do not produce a deed of surrender
certificate. There is no provision for an entry to be "surrendered" or
cancelled. It is simply a snapshot of the information which was given at
the time of registration.
I'm sorry but we cannot be of any further help.
