Electronics aren't my strongsuit so this might be wrong. Since it goes motor -> generator -> capacitor -> light bulb
I believe the purpose of the capacitors is to get that effect where the bulbs only light up once the motor reaches a certain speed for dramatic purposes.

Basics, motor runs generator with power off grid, generator generates a certain level of power based on how it is wired and its size(nasty fiddly physics that you can't fudge no matter what mumbo jumbo you pretend to), generator supplies power to bulbs so they burn while this is all going on and charges the high density capacitors, which when the generator shuts/is shut off will then reverse and slowly, or at least they should, release the stored power and still burn the bulbs. The math for all this is pretty straight forward and immutable, again despite the mumbo jumbo touchy feely hokus pokus. I used to be able to do this fairly easily with my books, but they are all in storage and I'm way too lazy to go find them for this nonsense.
For a simpler comparison, your phone and its charger, just cuts out all the middle men so to speak and the bells and whistles, and yes they are distractions from what is really going on. Classic slight of hand, that and a really dumb, unsophisticated audience doesn't hurt the show either. The charger is the motor running the generator, and the battery in your phone is the capacitor analog, and your phone is the light bulb array. You either plug your phone in to the wall to use it, or you charge/keep the battery charged to use it, and the light bulb lights or the phone works. That is really all the scam engine is doing, it is just putting on a much bigger show and a much more low tech way of doing it.

There seem to be two camps in the Moroccan asylum vying for supremacy when it comes to the QEG. On the one hand there are some mechanically-minded folk who have been able to assemble a device which to date consumes much more power than it produces, but who seem convinced that a bit of tinkering will do the trick and deliver a miracle. On the other are those who believe that the thing will only work through some mystical human-machine interaction that will summon up the Cornucopia:
There is probably a majority middle group with a bet each way. Since this free power source is going to light the civilised world in due course, it would be a tenuous business if you have to be in the right frame of mind for it to work. Imagine coming home from the office in a bad mood after a rough day and the QEG picks up the vibe, becomes sullen and refuses to cooperate. She is abundance, her physical representation is a machine. Or until they can't pay the electric bill they are running up and the local power company shuts them down. I would imagine they are putting as much of a strain on that grid as the rest of them have been on the local computer network.

If the QEG description can be trusted (and, gee, why couldn't it?), the purpose of the capacitors is to tune the circuit to resonance with the core of the machine. This is, of course, total nonsense. Taking energy off a resonating circuit damps the resonance, as you'd expect. This is actually a very useful way of handling resonance when it occurs in real power systems, as the phenomenon called ferroresonance, which is not dissimilar to what is supposed to be happening in the QEG. Ferroresonance, incidentally, is well known in the real power system, and it's not desirable. It destroys lightning arresters, among other things. It certainly does not provide free power.
According to the circuit diagram, the capacitors can't light up the bulbs if the machine is wired up as specified: they are on a totally isolated set of windings, so (assuming that someone's not just out-and-out lying) that shouldn't be a concern. (Anyway, at 0.25 µF total, you're not going to get any kind of delay in lighting the bulbs, or in extinguishing them. The time constant would be way too short to be noticeable.) Too bad. 1 kW in producing 10 kW out is really not all that remarkable: I can do roughly the same thing in my garage, any night of the week.
Ignoring everything else about this device, one thing stands out immediately to my eye, looking at the diagrams. If built as specified, you could never supply a 240 volt load from it. The stator is wound so that current in the 240 V circuit would cancel its own field, so that the rotating part of the machine is irrelevant. No mystery that they'd only run (presumably 120 V) light bulbs off it. (It's also showing an output frequency of 400 Hz. That is...abnormal.) No wonder it needs the good vibes to work, since the electromagnetics certainly aren't in its favor.

It's been way too many years since I played with this stuff, but the wiring diagram bothered me and didn't look right to me when I first looked at it, there seem to be several things wrong with the construction, but I'm not sure what they are at the moment.
If I can catch up to a friend of mine who used to be an AF electronics specialist I'll ask him, this is the sort of thing he would be familiar with.

So basically, it sounds like this is in fact a technology cargo cult?
Step 1: Make up really detailed and technical looking diagrams and instructions to make a machine that, when assembled, looks very technical. Direct all these materials at an audience that you know is extremely gullible and lacks people with any real sense of technical expertise related to engineering. Sell it as free energy and ask for donations.
Step 2: When nothing works because you have no idea what you are doing and free energy is a myth, claim bad vibes killed it.
Again, I am struck by the genius here from a scammer point of view. They knew they would get people to believe in this because were talking about OPPTers and the new age crowd, whose gullibility is through the roof and whose very belief system ensures almost no one will be skeptical. On top of that you are targeting a group of people who for the most part do not count engineers or anyone with technical training among their ranks, as the scientific education behind such training usually leads them to self-select out of the crazy group.
The parallel between this and prosperity funds/sov'run gibberish is really quite similar then. Just like sov'runs and prosperity gurus lure idiots in with fancy LOOKING paperwork that makes them think they know what they are talking about, Hope Girl and her dad are luring in the idiots with fancy technology which, while it doesn't do anything, sure puts on a good show.

Buried in the diagrams there actually is a real device, it just happens to be a jumped up battery charger, once you get past the errors and either obvious or unintentional errors. The trick is to bury the actual device in a bunch of extra wires and connections and lights or things like that if you're feeling fancy. The spark gap is a nice piece of misdirection. They missed a good bit by not dressing the device up more, but considering the crowd they are dealing with, they didn't need much to mislead them. The gotta have good vibes to get it to run is a nice touch and particularly considering the audience they're playing to. The mark of a good con is that they tailor their con to the people they're planning on taking and with this crowd they found the ideal gullible audience. They'll believe almost anything as long as it is outlandish and new agey enough. They're also naive/stupid enough that they none of them would look at anything either closely or have a clue to begin with. The mode and method is as you say, pretty much identical.

Well folks, the first excuse for the delay on the QEG scam is in - its because they are in Morocco which is undeveloped and causes all sorts of problems.
Whats so hilarious about this is THEY CHOSE TO BUILD THIS (FAKE) FREE ENERGY MACHINE IN MOROCCO. Nothing AT ALL required them to do this, since the entire scam is being run by Hope Girl's dad - they could have done this anywhere in the world with the $50k they've raised from the idiots on their gofundme type shills for donations.

What we are doing here is a humanitarian project: to build a generator that will run a well and provide water to 300 poor people of this village. The excitement of opensourcing the QEG, and our open invitation to anyone who wanted to come join us, brought in a lot of amazing people with broad backgrounds and great forward-thinking ideas. Still, our goal remains the same; to help the people in this village.
30 engineers? 70 people? - What's all this?
Was there no attempt to PLAN anything? What a mess!
Problems:
+ No internet
+ Local communications problems
+ No basic supply industry (90% of parts had to be brought here... we bought plane tickets)
+ Physical comfort (most people slept on mats)
+ The villagers (poor, with few skills; only 50% have electricity)

I don't know Morocco but suspect it is a better off third world country. The locals will be happy to have stupid foreigners there paying 3-5 times the usual rate for everything, so long as they keep paying and don't do something to upset the local populace and big-wigs. Ditto, someone is no doubt doing well supplying all the shit they are smoking. Internet not going too quick? Electricity going off? Was the mayor having a party that night? That's how it works in these sort of places. Keep spending the dollars and the locals will be OK.
