Dear Mike Roberts
Sir,
REQUEST FOR ASSISTANCE TO TRANSFER MONEY INTO YOUR COUNTRY.
I need your help sir. I am the chairman of the Contracts
Award Ratification and Payment Committee of the
Nigerian National Petroleum Corporation (NNPC). In 1999,
a contract was awarded for the complete Turn Around Maintenance
(TAM) of the Kaduna Refinery of the NNPC for the total
sum of $188,501,000 USD. On completion of the job, the sum
of $170,000,000 USD leaving an outstanding balance
of $18,501,000 USD was paid to the Main General Contractor
that carried out the TAM. This outstanding sum of $18.5m
USD represent the P.R fees/gratification that the main general
contractor agreed should be deducted from the contract sum.
The name of a "ghost" company Orient Petroleum
Services was listed as the beneficiary of the $18.5
m USD. Orient Petroleum Services was entered as a foreign
company based in your country.
This sum of $18.5 m USD has been approved for payment to
the nominated offshore account of Orient Petroleum
Services. This is therefore clear and clean funds not related
to drugs or arms or of such criminal origin.
Our problem is , desperately, an offshore bank account in your country to which
this amount of $18.5m USD can be transferred into. The thing is that
we want an account to be provided to be used as the nominated offshore
account of Orient Petroleum Services. The account can possibly be in
the name of Orient Petroleum Services to which the funds is to be
remitted. This problem has arisen because my partner, the former minister of
State for Petroleum Affairs who had an account in your country is now dead.
If you provide me with an account to be used as the
nominated offshore account to which this money can be remitted
and held , we hereby agree and guarantee that for your effort
and part I will give to you the sum equivalent to 20% of
the total sum remitted. Believing that this amount
will be adequate compensation to you for your part, sincerity
and trust. Some money will be used to settle any out of pocket
expenses on taxes, contingencies, e.t.c. that may arise.
The remaining sum of $15,000,000 USD is for myself
and my other colleagues which money shall be held in the
account you provide on trust for me until I arrive to meet
with you upon remittance of the money into the account. Note
that the Central Bank of Nigeria has allocated foreign exchange for
this payment.
To avoid delay arising from the time needed for the
registration of the company we have decided to use any private
bank account as provided by you as the nominated offshore
account of Orient Petroleum Services. Any simple account
will do provided you have complete control over the account.
There need not be any money in the account to avoid future
arguments.
Send to me upon receipt of this letter, if it meets your
favour:
1. The account of your choice to be used as the nominated
offshore account of the company. The account name,
numbers, and other details.
2. Details of the Bank i.e. the name, physical address,
Telephone / Fax, and the Bank's Swift code etc.
3. Your physical address together with your Fax and
Telephone Nos. in event of communications by the remitting
Bank .
NOTE IMPORTANTLY that immediately I receive the above information same
will be filled into the payment records and forwarded on
behalf of NNPC to the Central Bank of Nigeria (C.B.N) for
the remittance of the funds to the provided account. The
wiring of the funds will be completed within 48hours. Once
the payment has been made by wire the CBN will issue and
send you the T.T copy showing the crediting of the account
with the payment and I will travel immediately to meet with
you and disburse the funds as agreed.
You will understand the need for great confidentiality in
a transaction like this, more so, as i am a civil servant
still in service. I pray for your assistance. We will all
smile as I have done everything neccesary to secure this
payment.
