What prevents the State or County from suing the occupiers?

Not worth it, except for harassment value. Even assuming the "gummint" has the expertise to seize and market the cattle they would receive very little for the transaction since any animal must fall into certain weight and age categories before being sold else once you subtract transportation costs and losses you don't make any money on the deal. They would have to be sold as culls - industrial grade hamburger, sausage, and pet food at $50 per head.

Which is something similar I had pointed out earlier in this thread in terms of BLM's attempt to seize the cattle. It was not organized very well, indicating that no one had done their homework on this before moving. Most experienced collections people will avoid seizing livestock due to the myriad problems involved in maintaining the health and value of the animals.
In my opinion, what should have happened is that the government should have declared the cattle an invasive species and started shooting them. They could stopped at some point, given Cliven another chance to get the cattle off BLM lands, and if he didn't, re-start the culling.

I don't know if the ACLU is "supporting" Pete Santilli, any more than they have supported other marginal and extremist political figures in the past. The ACLU's position is that Constitutional rights are for everyone, even wackos like Santilli.
I won't comment on whether the ACLU is right to feel that way, since that skates over the "no politics" line.

which is fine since that's not what he was arrested for.

When one woman -- presumed to be Fiore -- asked David and Sandy about their families, a man responded, "God has put us on this path. Our families are already taken care of; they weren't in our lives much before all this because God made sure we didn't have that to weigh us down so that we could do this," one man said.
So God made sure they neglected their families so when he killed them off nobody would miss them. That's showing real consideration and foresight.
"Yes Burnaby49, I do in fact believe all process servers are peace officers. I've good reason to believe so." Robert Menard in his May 28, 2015 video "Process Servers".
Crazy stuff like them claiming they have the right to shoot the FBI if the FBI uses tear gas, the quote Burnaby cited about them arguing God alienated them from their families to allow this standoff to happen, at least three different suicide pacts, David Fry having a total psychotic break, the FBI trolling them and saying if they're cold they should come out since the police van has heating, etc.
This is all wrapping up nicely, and in the manner that it is, it totally debunks any attempt by the sovrun crowd to paint this as the "evil gubmint" going over the top. It also proves convincingly what idiots the Bundys were in managing this farce.
Now with Cliven out of the way, this will open up options for BLM in getting his cattle off government lands.
